The present invention relates to a steel sheet used as a base metal of porcelain enamel products and, more specifically, relates to a porcelain enamel cold rolled steel sheet having no surface defects and excellent formability; and to a manufacturing method thereof. According to one aspect of the present invention, the porcelain enamel cold rolled steel sheet comprises: less than 0.003 wt% of C (excluding 0); 0.015-0.045 wt% of P; 0.04-0.08 wt% of S; 0.01-0.1 wt% of Al; and less than or equal to 0.003 wt% of N.
