According to the present invention, a method for decoding a scalable video signal determines whether a corresponding picture of a subordinate layer is used as an interlayer reference layer to a current picture of a superordinate layer based on a time level identifier of the subordinate layer; operates interlayer-prediction of the current picture using the corresponding picture if the corresponding picture of the subordinate layer is used as the interlayer reference layer to the current picture of the superordinate layer; and restores the current picture using a prediction sample obtained by interlayer-prediction and a residual sample of the current picture.
