The present invention relates to an oil-in-water makeup cosmetic composition including a powder surface-treated with alkylsilane having a hydrophilic group. A powder surface-treated with alkylsilane having a hydrophilic group instead of an existing powder which is not surface-treated, the oil-in-water makeup cosmetic composition of the present invention has excellent dispersibility in water without a dispersing agent. Stability is excellent, and color is uniformly coated. Also, soft spread properties without a particulate texture can be provided.
