The present invention relates to a coating agent composition for preventing ice and snow from attaching and a manufacturing method thereof comprising a first step of adding colloidal silica to n-methyl pyrrolidone (NMP) which is a solvent and agitating the same, thereby forming a first synthesis sol; a second step of mixing the first synthesis sol with the NMP which is the solvent and a functional alkoxy silane having an organic functional group, agitating the same and accordingly reforming the surface of the colloidal silica, thereby forming a second synthesis sol; and a third step of adding at least one silane among perfluorooctyltridethoxy silane and octadecyltrichloro silane which are active silane to the second synthesis and agitating the same, forming a coating agent composition.
