The present invention relates to an apparatus for separating and recovering carbon dioxide equipped with a device for separating oxygen, and a method for separating and recovering carbon dioxide from flue gas using the same, the apparatus comprising: an oxygen separation device for separating oxygen from flue gas containing carbon dioxide and oxygen; a selective catalytic reduction (SCR) device for eliminating NOx from the flue gas removed with the oxygen after passing through the oxygen separation device; an electrostatic precipitator (EP) for eliminating dust particles from the flue gas passing through the SCR device; a flue gas desulfurization (FGD) device for eliminating SOx from the flue gas passing through the EP device; a direct contacting cooler (DCC) for lowering the temperature of the flue gas passing through the FGD device; an absorption tower supplied with the flue gas passing through the DCC device and an amine-based absorbent, generating a carbon dioxide saturated absorbent after the supplied amine-based absorbent absorbs carbon dioxide contained in the flue gas, and discharging gas ingredients which are unreactive to the amine-based absorbent; a stripper regenerating the amine-base absorbent by separating the carbon dioxide saturated absorbent into carbon dioxide and an absorbent. According to the present invention, a degradation phenomenon can be resolved by eliminating oxygen before flue gas reaching an absorption tower.
