This invention provides the following: a charging device that charges a secondary battery such that the capacity thereof increases upon temperature changes; an electricity storage system; a charging method; and a program. This charging device is provided with a temperature detection unit and a charging control unit that: makes an upper voltage limit for a secondary battery change to a first voltage value corresponding to a predetermined first temperature range in response to a detection result from the temperature detection unit indicating a first temperature within said first temperature range; and controls the charging device such that the secondary battery is charged until the aforementioned upper voltage limit is reached.
