<p><P>PROBLEM TO BE SOLVED: To provide a light emitting element lighting device capable of reducing ripple component of a load current, improving power factor and reducing noises with a simple circuit configuration, and an illumination apparatus using the light emitting element lighting device. <P>SOLUTION: The light emitting element lighting device includes: a rectifier 1 that rectifies an AC voltage which is output from a commercial power source AC1; a smoothing section 2 for smoothing pulsating voltage output from the rectifier 1; a power source section 3 having a switching element Q1 to convert the output voltage from the smoothing section 2 into a predetermined DC voltage by switching the ON/OFF of the switching element Q1 to output the voltage; and a control circuit 30 that controls the ON/OFF of the switching element Q1. The smoothing section 2 has a partial smoothing circuit for partially smoothing a period of low voltage of the pulsating voltage output from the rectifier 1. The power source section 3 supplies a lighting power to a light source section 4 including plural organic EL elements 40.
