The second module is provided with a torque limiting ratio calculating part 29 for calculating the torque limiting ratio S corresponding to a difference V0 and second calculating torque T22 based on the torque limiting ratio S by measuring the difference V0 between a target vehicle speed V1 and an actual vehicle speed V2, in addition to a target vehicle speed setting part 26 and an actual vehicle speed detecting part 28.
