<p><P>PROBLEM TO BE SOLVED: To accurately decide whether or not replacement of a transformer is necessary while suppressing a processing load on a computer. <P>SOLUTION: In deciding whether or not replacement of a transformer is necessary, a transformer management device 10 first derives a first estimated value from a correlation between a total contract capacity and an estimated lamp load of the transformer (a first correlation) based on the total contract capacity of a user linked to the transformer. Then if the first estimated value exceeds a first allowable range, the transformer management device derives an estimated lamp load from a correlation between a total amount of power consumption in a prescribed period and the estimated lamp load of the transformer (a second correlation) based on the total amount of power consumption of the user linked to the transformer in the prescribed period. An estimated lamp load corresponding to a revised contract capacity is derived from the first correlation and added to that estimated lamp load, and a total value after the addition becomes a second estimated value.
