<p><P>PROBLEM TO BE SOLVED: To provide a tin filling apparatus which secures always, in a dissolving tank, metal tin in an amount sufficient to the oxygen blowing amount required on operation, in other words, the dissolved oxygen concentration, and also which maintains the metal tin amount in the dissolving tank by a sufficient amount or more to the metal tin amount reduced during operation without enlarging the size of the dissolving tank, and to provide a tin filling method. <P>SOLUTION: In the tin filling apparatus, metal tin is filled into a dissolving tank 1 in a continuous electrical tin plating line, and the oxygen blowing amount is adjusted in accordance with the amount of tin ion to be supplied from the dissolving tank. The tin filling apparatus includes: a minimum tin amount calculating means for calculating the minimum tin amount Sn<SB POS="POST">min</SB>from the previously set data; a differential pressure measuring means for measuring the differential pressure between an upper part and a lower part of a filling layer 11 filled into the dissolving tank by setting the tin amount permissible in the dissolving tank as the maximum tin amount Sn<SB POS="POST">max</SB>; and a tin filling amount control means for performing filling of the metal tin until the tin amount becomes Sn<SB POS="POST">max</SB>based on the differential pressure measured by the differential pressure measuring means.
