PROBLEM TO BE SOLVED: To suppress degradation of service quality.SOLUTION: A router device is connected with a first terminal, and a second terminal is also connected with another router. When the first terminal and the second terminal execute communication such as voice communication, the router devices select a communication network on the basis of a type of network to which the first terminal is connected and a type of network to which the second terminal is connected. Then, the router devices execute communication between the first terminal and the second terminal by using the selected communication network.
