PROBLEM TO BE SOLVED: To complete AP changeover by a terminal in a shorter period of time without using a communication management device.SOLUTION: A radio communication system 40 includes a radio base station device 11 and a radio base station device 12. The radio base station device 11 comprises: a radio communication unit 111 capable of performing radio communication on a first communication path identified by a first channel and BSSID; an establishment unit 112 for establishing a first communication link with a terminal by generating control information by authentication and connection establishment; an information transmission unit for transmitting taking-over information including the control information to the radio base station device 12; and a changeover transmission unit 115 for transmitting a changeover notification frame for including a fact that a radio communication channel used by the terminal is to be changed to a second channel differing from the first channel by a DFS function. The second base station device 12 comprises: a radio communication unit 121 capable of performing radio communication on a second communication path identified by the second channel and BSSID; and an establishment unit 122 for establishing a second communication link with the terminal after receiving the changeover notification frame, by using the taking-over information.
