<p><P>PROBLEM TO BE SOLVED: To provide a moving image quality restoring device capable of accurately restoring a texture by decreasing difference of image quality in each frame, a moving image quality restoring method, and a program. <P>SOLUTION: A moving image quality restoring device 1 includes: a reference area deciding portion 10; a filter coefficient calculating portion 20; and a filter processing applying portion 30. The reference area deciding portion 10 obtains an area similar to an area of L×L pieces of pixels near a filter processing target pixel i in a processing frame, as a reference area, for each operation frame. The filter coefficient calculating portion 20 calculates a filter coefficient based on a local similarity of patterns, on the basis of the area of the L×L pieces of pixels near the filter processing target pixel i and the reference area obtained by the reference area deciding portion 10. The filter processing applying portion 30 performs filter processing by using the filter coefficient calculated by the filter coefficient calculating portion 20, for the area of the L×L pieces of pixels near the filter processing target pixel i. <P>COPYRIGHT: (C)2013,JPO&INPIT</p> |
