The present invention relates to a system for collecting and sharing traffic accident information and a method for same and, more particularly, to collecting and sharing traffic accident information through determinations by black boxes that accidents have occurred and GPS information from black boxes and smartphones, and communication between smartphones and a server. The system for collecting and sharing traffic accident information by using black boxes and smartphones according to the present invention may be configured with: information-providing vehicles that function as information providers having terminals mounted thereon; an administration server which collects traffic accident information by receiving impact information (or accident information) and GPS information from the terminals of the information-providing vehicles through a base station, and which transmits the traffic accident information to information sharing vehicles with which the traffic accident information is to be shared; and information-sharing vehicles having terminals mounted thereon, for receiving the traffic accident information from the administration server through the base station, and sharing the information.
