PROBLEM TO BE SOLVED: To provide a composition which sufficiently dyes or decolorizes the hair and provides a tension, a sturdiness, and a feeling of unity to the hair.SOLUTION: The invention provides a second agent composition to dye or decolorize the hair containing the following (A)-(C). (A) contains 10-30% by weight of an oil solution (a1) which is liquid at normal temperature, and an oil solution (a2) which is solid at normal temperature, wherein the oil solution which is solid at normal temperature contains a higher alcohol which is solid at normal temperature, and the weight ratio (A)/(a2) of the total weight (A) of (a1) and (a2) to (a2) is 3-8. (B) contains a cationic surface active agent (b1), and a nonionic surface active agent (b2), wherein the cationic surface active agent contains the alkyl chloride trimethylammonium which has 16-22 carbon atoms in an alkyl base part, and the total weight (B) of (b1) and (b2) is 0.5-1.8% by weight. And (C) is 0.1-12% by weight of an oxidizing agent. The weight ratio (A)/(B) of (A) and (B) is 5-30. |
