PROBLEM TO BE SOLVED: To provide a method for producing a hydrotreating catalyst capable of recovering the activity of a used hydrotreating catalyst.SOLUTION: There is provided a method for producing a hydrotreating catalyst using a used hydrotreating catalyst as a raw material, the method comprising: a first heating step of heating the used hydrotreating catalyst in a first atmosphere at a temperature of over 320°C and 380°C or less; and a second heating step of heating the hydrotreating catalyst in a second atmosphere at a temperature higher than that in the first atmosphere, after the first heating step. The used hydrotreating catalyst contains at least one element selected from the group consisting of VI group elements in the periodic table and at least one element selected from the group consisting of VIII-X group elements in the periodic table.
