A sunshine amount calculation unit 102 calculates an estimate sunshine amount on the basis of estimate relative sunshine duration data 112 and relative sunshine duration/sunshine amount conversion coefficient data 113. A discharge amount calculation unit 103 calculates a discharge power amount on the basis of estimate PV power generation amount data 115 obtained by multiplying estimate sunshine amount data 114 by a conversion coefficient, power consumption data 116, and a peak power amount.
