PROBLEM TO BE SOLVED: To provide a discharge tube having a discharge trigger membrane capable of lowering the discharge start voltage, and to provide a manufacturing method therefor.SOLUTION: A discharge tube includes a ceramic cylinder 2, and a pair of sealing electrodes 3 for closing the openings at both ends of the ceramic cylinder and internally sealing the discharge control gas. A discharge trigger membrane 4 is formed at a part of the inner surface of the ceramic cylinder, and the discharge trigger membrane contains a carbon material and an alkali metal halide compound.
