<p>A turbine controller (40) of a wind-powered electricity generation device is equipped with an electrical output command value generation unit (50) that generates an electrical output command value, and an optimal upper/lower limit restriction unit (56) that restricts the electrical output command value by means of an upper limit value and a lower limit value for the electrical output, said values being determined on the basis of a power curve indicating the relationship between the electrical output and the rotational frequency of an electrical generator. Furthermore, the turbine controller (40) is equipped with a restriction value generation unit (58) that generates a frequency-dependent restriction value, which is an upper limit value for the electrical output command value and is generated in accordance with the amount of the increase in the system frequency, when the system frequency exceeds a predetermined standard frequency, and a first upper limit restriction unit (68) that uses the frequency-dependent restriction value to restrict the upper limit of the electrical output command value that has been restricted by the optimal upper/lower limit restriction unit (56). Thus, the turbine controller (40) is able to satisfy system-related demand, and when the system frequency rises, the turbine controller is able to obtain the same electrical output as when the system frequency has not risen.</p> |
