Disclosed are a frequency spectrum allocation method and device, which relate to the technical field of communication applications and solve the problem of insufficient use of a frequency spectrum resource due to bandwidth fragments. The method comprises: according to a pre-classified frequency spectrum resource, allocating a corresponding continuously available frequency spectrum resource to a newly added service, the pre-classified frequency spectrum resource comprising a frequency spectrum segment M of a first state, a frequency spectrum segment M' of a second state, and a frequency spectrum segment N of a third state;and updating state information about the frequency spectrum resource occupied by the newly added service. The embodiments of the present invention are applied to variable-bandwidth networks.
