a transfer time calculation unit which calculates an estimated transfer time necessary for transmitting the detail information corresponding to the title information transmitted from the measurement device, from the measurement device to the information device,a transfer time determination unit which determines whether or not the estimated transfer time is shorter than a predetermined threshold value set in advance,a detail information request unit which outputs a transmission request signal of the detail information of which the estimated transfer time is determined to be shorter than the predetermined threshold value by the transfer time determination unit, anda transmission unit which transmits the transmission request signal of the detail information to the measurement device.
