The present invention relates to an apparatus for manufacturing a high absorbent resin, and a method for manufacturing a high absorbent resin using the same. The apparatus for a high absorbent resin according to the present invention comprises: a belt which is installed over and between two or more rotary shafts and is movable in a predetermined direction by the rotation of the rotary shafts; a supplying unit for injecting a monomer composition to the belt; and a cover which is formed to surround the belt and from one side of which to the other side of which the belt passes through, wherein the belt comprises a horizontal bottom surface and lateral jaws provided at both ends of the belt at 30-70 degrees with respect to the bottom surface, and the cover comprises a heat inlet for supplying heat into the cover.
