Provided in embodiments of the present invention are a method, control network element, and system for security algorithm negotiation and processing. The method for security algorithm negotiation and processing comprises: a control network element selects, on the basis of the security capability of a first UE and of the security capability of a second UE, a security algorithm supported by both the first UE and the second UE; and, the control network element notifies the first UE and the second UE of the selected security algorithm. The embodiments of the present invention allow, under the control of the control network element, implementation of security algorithm negotiation between two UE communicating at a short range.
