A method to decode multi-layer video signals in accordance with the present invention derives the picture order count (POC) of the current picture that belongs to the current layer in consideration of the present picture type, generates a reference picture list on the current picture′s POC, and performs an inter prediction on the current picture based on the reference picture list. The aim of the present invention is to provide a method and an apparatus to derive the picture′s order count when multi-layer video signals are encoded and decoded.
