An apparatus for controlling quality of service (QoS) on the basis of policy in mobile communications system according to the present invention comprises: a QoS policy reception unit arranged for receiving QoS policy from the policy and charging function apparatus; a local rule storage unit which saves QoS policy table following the location information of a terminal and the type of a packet; and a control unit which adjusts QoS of a tunnel generated between the terminal based on the QoS policy table saved on the local rule storage unit, in case of not receiving the QoS policy from the policy and charging function apparatus when the interlock condition between the QoS policy reception unit and the policy and charging function apparatus is poor. |
