a memory controller configured to include a data combination circuit for generating a data combination signal by combining plural sets of LSB data; and a memory device configured to perform a first program operation of storing the LSB data in a LSB page of a word line group selected from a first memory block a second program operation of storing the data combination signal in a selected page of a second memory block, and a third program operation of storing MSB data in a MSB page of the selected word line group.
