A communication flow identification means (83) sorts communication flows, which use the wireless communication means (81) for which the degradation of the communication quality has been detected, into a group of continuous flows that are communication flows having continued since respective times before the detection of the degradation of the communication quality and into a group of newly generated flows that are communication flows generated at or after the detection of the degradation of the communication quality. A communication path control means (84) controls the communications of the newly generated flows to be performed by use of wireless communication means (81) other than the wireless communication means (81) for which the degradation of the communication quality has been detected. A communication flow switch means (85) switches the communications of the continuous flows from the wireless communication means (81) for which the degradation of the communication quality has been detected to wireless communication means (81) other than the wireless communication means (81) for which the degradation of the communication quality has been detected.</p>
