PROBLEM TO BE SOLVED: To provide a technique for identifying a combination of a type and arrangement of a heavy machine that provides a lowest evaluation value at a time of hoisting, moving and hanging down a plurality of transported articles.SOLUTION: A heavy-machine-arrangement-plan assistance apparatus includes: a storage unit that stores product arrangement information for identifying arrangement of transported articles to be moved and positions of a moving destination, arrangement area information for identifying an area where the transported articles are to be arranged, and characteristic information on a heavy machine for moving the transported articles; a heavy-machine-arrangement possibility determination unit that determines whether the heavy machine can be arranged at predetermined locations within the area; a load-resistance-radius inside/outside determination unit that determines whether the transported articles are within a load resistance radius; a moving-determination-processing control unit that determines whether the heavy machine can move the transported articles to the positions of the moving destination without interference of an object present between the transported articles and the heavy machine; and a determination-result evaluation unit that identifies a combination of arrangement positions of the heavy machine and a permutation of the arrangement positions on the basis of a combination of the positions of the heavy machine to which the heavy machine is determined to be movable.
