PROBLEM TO BE SOLVED: To provide a method and an apparatus for prediction refinement using implicit motion prediction.SOLUTION: An apparatus includes an encoder for encoding an image block using explicit motion prediction to generate coarse prediction for the image block and using implicit motion prediction to refine the coarse prediction.
