a security level determining unit configured to determine a security level of an image processing device, the security level indicating a level of security related to leakage of information in the image processing device; and an instructing unit configured to change an output method of outputting data by the image processing device to an output method having a high security level and to provide to at least one of the image processing device and a different device, in a case where the security level of the image processing device does not satisfy a predetermined condition, at least one of an instruction for outputting information notifying the output method that has been changed, and an instruction for outputting information prompting for change of the security level in the image processing device.
