Disclosed are a communication method and communication device, the method comprising: determining at least one multimedia broadcast single frequency network (MBSFN) area from all MBSFN areas included in a multimedia broadcast multicast service (MBMS) area of MBMS service, the at least one MBSFN area not concurrently comprising a first MBSFN area and a second MBSFN area, and a set of cells in the first MBSFN area being a subset of cells in the second MBSFN area, and all MBSFN areas comprising the first MBSFN area and the second MBSFN area; and sending an MBMS control message to a base station of a cell in each MBSFN area of the at least one MBSFN area. The communication method and communication device in an embodiment of the present invention can address the problem of waste of transmission resource caused by sending an MBMS control message to the base stations of the cells in all MBSFN areas, thus saving network resources and improving system performance.
