A hair bleaching or hair dye cosmetics which comprises a first agent including an alkali agent, a second agent including hydrogen peroxide, and a non-aerosol foamer container which dispenses a liquid mixture of the first and second agents in the form of a foam, wherein the liquid mixture includes components (A) to (C). (A) A sulfate group-containing anionic surfactant. (B) A carboxy group-containing anionic surfactant. (C) A polymer which comprises a diallyl quarternary ammonium salt as a constitutional unit and has a charge density of 5.5 to 8.0 meq/g.
