<p>Provided in the present invention is a powdered agent for treating hazardous materials for the insoluble treatment of harmful substances in sludge, incinerated ash or soil, consisting of a mixture obtained by mixing powdered materials containing from 5 to 90% by weight of a water-soluble acidic metal salt of at least one metal selected from iron, manganese and aluminum, 2 to 80% by weight of an alkali metal and/or a water-insoluble basic compound of an alkaline earth metal, and from 1 to 30% by weight of water, wherein the agent comprises a reaction product obtained by reacting the water-soluble acidic metal salt and at least part of the water-insoluble basic compound when performing powder mixing. After the insoluble treatment according to the present invention, even if the waste gets wet from rainwater, etc., the heavy metals will not be dissolved out, or the amount dissolved out is significantly reduced, and it can thus be safely disposed of by landfill.</p> |
