<p><P>PROBLEM TO BE SOLVED: To efficiently produce a toilet tissue roll product applied with drug solution. <P>SOLUTION: A primary web roll produced by paper making facility is used as a secondary web roll applied with drug solution by a ply machine. At that time, a part of the winding periphery part of the secondary web roll is composed of a partially drug solution not applied continuous sheet. Using the secondary web roll, folded tissue stacks are obtained by a multi-stand type interfolder.
