The present invention relates to a water-soluble saturated polyester resin, comprising the following materials by parts: 5-30 parts of glycidyl ester tertcarbonate, 0.5-10 parts of a diacid having a sulfonic acid group, 15-45 parts of a diol, 0.05-2 parts of a catalyst, 10-50 parts of a polyacid not having a sulfonate group, 5-20 parts of a triol, 2-20 parts of an aqueous monomer, and 10-40 parts of a solubilizing agent. The aqueous dispersion of the water-soluble saturated polyester resin prepared according to the present recipe can be stored in room temperature for six months without stability problems such as layering and precipitation. The water-proof property of the amino baked-on coating made by cross-linking and solidifying the present resin and an amino resin is comparable to that of a soluble polyester amino baked-on coating.
