PROBLEM TO BE SOLVED: To improve reliability of a Rankine cycle device.SOLUTION: A power generation control device 102 comprises: a converter 120 which controls a generator 108 of a Rankine cycle device 101 having an expander 105, the generator 108 connected to the expander 105, a pump 107 to deliver work fluid and an evaporator 104 to evaporate the work fluid; and a control device 128 which performs first control to control the generator 108 using the converter 120 in a manner that prohibits the expander 105 from expanding the work fluid when a liquid component is included in the work fluid at an outlet of the evaporator 104 while the pump 107 is in operation with the Rankine cycle device 101 in at least either start-up operation or stop operation.
