The wireless access node (100, 400) allocates traffic channels (102A, 102B, 102C, 102D) and signaling channels (104A, 104B, 104C, 104D) to the UEs (150A, 150B, 150C, 150D). The wireless access node (100, 400) determines whether a signaling load exceeds a predetermined signaling load threshold, if the signaling load exceeds the predetermined signaling load threshold, then the wireless access node (100, 400) selects a hub UE (150H) from among the plurality of UEs (150A, 150B, 150C, 150D) where the remaining UEs (150B, 150C, 150D) comprise secondary UEs (150B, 150C, 150D). The wireless access node (100, 400) allocates traffic channels (132) to the hub UE (150H), and the hub UE (150H) relays all signaling for the secondary UEs (150B, 150C, 150D) through the hub UE (150H) via signaling aggregation over traffic channels (132).
