a. an elongated spine; b. a plurality of wedges mounted thereon in a moveable manner between a first end and a second end of the elongated spine; c. wherein a pair of wedges are positionable on either side of the elongated slats or fence palings with each wedge forming at least a first spacing dimension to an adjacent elongated slat or fence palings.
