<p><P>PROBLEM TO BE SOLVED: To shorten a processing time required for conversion from a first encoding system to a second encoding system, and suppress degradation of image quality due to the conversion. <P>SOLUTION: In an image encoding system conversion device 1 that performs conversion from MPEG-4 to MPEG-2, an MPEG-4 separation unit 10 extracts an MPEG-4 encoding parameter Cp4 in the middle of a decoding process of an input bit stream Es4, a correction coefficient calculation unit 104 generates a correction DCT coefficient DTs and an MPEG-2 encoding parameter Cp2 using the MPEG-4 encoding parameter Cp4 and a reference image Rs2 in a frame memory 111, and an MPEG-2 multiplexing unit 11 performs encoding by the MPEG-2 standard to generate an output bit stream Es2.
