1. A method, performed by a macro cell base station, the method comprising:
determining, by the macro cell base station, a service quality associated with the macro cell base station; determining, by the macro cell base station, whether the service quality is below a quality threshold; instructing, by the macro cell base station, a small cell base station to enter an awake mode, in response to determining that the service quality is below the quality threshold, wherein the small cell base station is configured to offload traffic within a coverage area of the macro cell base station; determining, by the macro cell base station, that the small cell base station has entered the awake mode; and handing over, by the macro cell base station, one or more user equipment devices from the macro cell base station to the small cell base station, in response to determining that the small cell base station has entered the awake mode. |
