A heat pump system control device includes a controller. In a preparatory period prior to a suppressing period, the controller causes the heat pump system to start supply of heat from the heat pump device to the hot water supply device at a temperature of hot water at which supply of heat from the heat pump device to the hot water supply device is not started in a normal operation mode for a normal period prior to the preparatory period. In the preparatory period, the controller further controls the heat pump system in such a manner that, when heat is supplied from the heat pump device to the room heating device, a quantity of the heat per unit time is larger than a quantity of heat per unit time in the normal operation mode.
