Information of frequencies usable in each of meshes divided from a geographical region is retained as mesh-classified available frequency information, a region information indicating a planned moving range is received from a communication device, examination regarding which meshes, out of the meshes, correspond to a region of the region information is conducted to specify meshes corresponding thereto as region-equivalent meshes, and based on the mesh-classified available frequency information, a list indicating frequencies usable in common in all of the region-equivalent meshes is generated as an available frequency information list and provided to the communication device.
