PROBLEM TO BE SOLVED: To predict quality deterioration of a backhaul due to rainfall, to handover a terminal to a radio station device of a radio link which causes no quality deterioration, and thereby to avoid communication interruption before it happens.SOLUTION: A handover control device 10 applied to a communication system that performs radio communication using a frequency band in which communication quality is influenced by rainfall comprises: a prediction unit 10a that predicts quality deterioration due to rainfall in a radio link between a base station 1 accommodating a terminal 7 and a gateway 3 to establish communication of a core network and a base station device; and a handover instruction unit 10b that instructs the terminal 7 subordinate to the base station 1 via a radio link about which quality deterioration is predicted to perform handover to a base station 2 via a radio link about which quality deterioration is not predicted if quality deterioration in the radio link is predicted.
