PROBLEM TO BE SOLVED: To highly accurately estimate voltage distribution of each customer.SOLUTION: A computer executes: processing (S10) of acquiring demand data measured by a smart meter: processing (S10) of acquiring an integral power consumption measured by a power meter; processing (S12 to S16) of estimating the demand data of a consumer having no smart meter installed by using the demand data measured by a customer having the smart meter installed and the integral power consumption of the customer having no smart meter installed; and processing (S18, S20) of estimating the voltage distribution of each customer in a distribution network by using the estimated demand data and the measured demand data.
