PROBLEM TO BE SOLVED: To suppress an increase in production cost of a light-emitting device while suppressing a short circuit between two electrodes of an organic EL element.SOLUTION: An organic EL element 101 comprises a first electrode 120, an organic layer 130, and a second electrode 140. The second electrode 140 is positioned away from a flexible substrate 100 via the first electrode 120. The organic layer 130 is positioned between the first electrode 120 and the second electrode 140. A conductive layer 110 is positioned between the flexible substrate 100 and the first electrode 120. When the conductive layer 110 has an average thickness of t; the first electrode 120 has an average thickness of t; and the maximum difference in height of an irregular surface of the conductive layer 110 on the side of the first electrode 120 is R, t>t+Ris satisfied.
