PROBLEM TO BE SOLVED: To accurately calculate a degradation amount of a secondary battery.SOLUTION: A state determination unit 203 determines whether a battery pack 100 is in a charge/discharge state for every unit time. A charge/discharge degradation-amount estimation unit 205 estimates a degradation amount related to charging/discharging of the battery pack 100 on the basis of a physical quantity related to the battery pack for the unit time if the battery pack 100 is in the charge/discharge state. A storage degradation-amount estimation unit 206 estimates a degradation amount related to storage of the battery pack 100 on the basis of the physical quantity related to the battery pack 100 for the unit time if the battery pack 100 is not in the charge/discharge state. A degradation-amount calculation unit 207 calculates a degradation amount of the battery pack 100 by adding the degradation amount related to the charge/discharge to the degradation amount related to the storage.
