PROBLEM TO BE SOLVED: To easily and accurately estimate a residence purpose of a user corresponding to each residence position.SOLUTION: A residence purpose estimation device 10 includes: a residence cluster estimation part 12 for generating a learning model that outputs information indicating a corresponding residence cluster by inputting residence position data by executing mechanical learning while using a plurality of residence position data items each indicating a residence position of the user as the learning data; a move graph data creation part 14 for creating move graph data indicating a direction of a move between residence clusters and the number of times of moves on the basis of the residence position data at a plurality of time points and the information indicating the residence clusters corresponding to the residence position data obtained by the learning model; and a residence purpose estimation part 16 for estimating a residence purpose for each residence cluster on the basis of the move graph data.
