PROBLEM TO BE SOLVED: To provide a catalyst layer transfer member which is improved in transferability and film formability by making a release layer easier to be held on a base material, and which enables the formation of a uniform catalyst layer.SOLUTION: A catalyst layer transfer member comprises: a base; a release layer formed on one surface of the base; and a catalyst layer formed on the release layer. The catalyst layer includes a catalyst material and a resin. The release layer includes a polymer having a vinylidene fluoride unit, of which the softening point is higher than that of the resin in the catalyst layer.
