PROBLEM TO BE SOLVED: To provide a draft device capable of suppressing winding of fibers uncontrollable due to reduced draft resistance around roller pairs, and a spinning machine provided with such draft device.SOLUTION: A draft device 6 draws a sliver S and generates fiber bundles F. The draft device 6 comprises; a plurality of roller pairs which feed fiber bundles from the upstream side to the downstream side while drawing the sliver S; a first regulation part 74 which regulates the width of the sliver S; and a second regulation part 77 which regulates the width of the sliver S. The plurality of roller pairs include: a back roller pair 61 arranged on the most upstream side; and a front roller pair 65 arranged on the most downstream side. The first regulation part 74 is arranged between the back roller pair 61 and the front roller pair 65. The second regulation part 77 is arranged between the first regulation part 74 and the front roller pair 65.
