The purpose of the present invention is to provide a composition for forming a transparent conductive film, having the characteristics of excellent transparency and electrical conductivity when made into a transparent conductive film. The purpose of the present invention is also to provide a transparent conductor provided with a transparent conductive film comprising this composition for forming a transparent conductive film; and a production method for a transparent conductor, which employs this composition for forming a transparent conductive film. This composition for forming a transparent conductive film is characterized by containing (A) metal nanowires, (B) an electrically conductive polymer, (C) a conductivity improver, and (D) a binder, the contained amount of the solid fraction of the (D) binder being 0.1-1,000 weight parts with respect to the total contained amount of 100 weight parts of the (A) metal nanowire solid fraction and the (B) electrically conductive polymer solid fraction.
